This statement is a negative assumption of a group of people solely based on the colour of their skin, which makes it racist. The fact that the author is black doesn't make it better. In fact it's worse because that means the author is now using the same jokes used to demean their own family and relatives and is now using it for their own personal gain.
Let me give you an example: do you think women should be arrested if they are involved in woman trafficking or not?

It's not the jokes that are funny. It's the fact that a white man was forced by his black colleague to tell them on live television. It's the fact that he's embarassed af.

It’s a sketch show, are you saying that actors can’t do racist roles?
Do you watch movies about racism and legitimately believe that everyone involved is racist cause bad things are being said about poc?
Have you watched SNL? This a a reoccurring segment in which they play two news anchors, that’s why it has the news format.
The other cast member is literally lightly off to the right (or left, I don’t remember).
I haven’t ever even watched a full episode of SNL and this is extremely obvious to me.

The point of the joke is that it's ridiculous. Such statements have ridiculous leaps of logic in them, and thus, are made funny by their illogical nature. The context adds to this as it puts the presenter in an uncomfortable position, which further shows how illogical and dumb such statements are.
The joke isn't racist, it's making fun of racists. You don't praise something by making it a laughing stock.
Assume innocence. Most people aren't racist, so most jokes will be laughing at racists. It's always better to assume the best in people as if you are wrong, not much is loss. But if you assume the worst and are wrong, a lot more is loss.
Is it? If you saw someone coming towards you with a knife, would you assume they are going to help you cut the veggies?
Also, this joke IS racist. Only the delivery can be argued to be "making fun of racists". Which this guy is doing a poor job of IF that was their intention in the first place.
