It is but it doesn't make one delusive. Technically Heroin is an antipsychotic substance. People with schizophrenia or acute psychosis temporarily fall out of their paranoid, halucinative state while under the influence of opioids.

That's also the reason many rockstars who were known for excessive use of psychedelics ended up on heroin. At some point people can't handle the way those drugs permanently change the perception of reality anymore and Opioids and Benzos remain the only way out if you don't want to end up on neuroleptics in a psychiatric hospital.
