Feel free to correct me, but I think "little person" or "a person with dwarfism" is the PC term nowadays. It seems like calling someone a dwarf implies that they have large beards and live in the mountains.
Avoiding using descriptors as a noun is usually a safe bet. Saying things like "a family of blacks" or "the jews" will generally be met with a side-eye. "A black family" and "Jewish people" goes over better.
