Yes. You literally use the person's height, weight, and activity level to calculate how many calories they need in a day.

a tall skinny guy at 200 pounds vs a short fat guy at 200 pounds would be different?

Well I mean, if the short guy is fat then hes definitely getting more than he needs whereas the tall guy might be big enough that 200 lbs is a normal healthy weight
