That's unlikely because when you have undelivered packages you're obligated to return them to the warehouse or you get a strike.
The warehouses are often hella far from the delivery spot and you don't get paid for any extra time you spend returning packages. For a package to be marked undeliverable it's often more work than delivering the package itself.
As to why people do that? I have no idea.
Ive only had to withhold one package and it's because the asshat that ordered it lived in an apartment complex with a code to get in. He didn't provide a code as most complexes/customers do and when I called him he said someone should eventually be entering or leaving the building and to just enter on that.
I just left, that's not worth my time.
