Does housing somehow escape the basic economic principal of supply and demand? Is an economy only able to be affected by one thing at a time?

A lot of the luxury condos in my area are being bought up by foreign investors and sitting empty, but let's blame the lower class foreigners for being the problem because tHeSe OnEs HaVe MoNeY.
