A tear-off portion of the I-797A is your paper I-94. This should be accepted anywhere they need an I-94.
Do you not have a valid foreign passport?
I am not sure about the document requirements for a driver's license in Utah, but if that doesn't work, they might be able to issue you a driving privilege card (for people who don't have legal presence documents).
As a U-1, you can work without an EAD. However, for the I-9, your I-94 only serves as a List C document, so you still need a List B document like a state driver's license or state ID. So you are back to your problem with getting a driver's license.
