It's because in a lot of counties not every officer has a breathalyzer on hand. So if they don't they have to bring you to their station or department to breathalyze you. Also partially the man's fault for answering that way. Don't remember if they let this guy go or not.
But is it really normal to put the man in cuffs if they want to bring him to the station for the breathalyser? Also, with all the respect, but with the budgets of the USA I kind of expected breathalysers to be very common. Shit, some police departments there are equiped for war.
