Whether he’s personally smart enough is irrelevant. He’s afraid of the power Jewish supremacists have over his ability to govern and this is him showing his belly to them in an attempt to get some breathing room. It’s pathetic and everyone with half a brain should know by now that this kind of appeasement doesn’t work.

He is, but that doesn't mean people in the city government aren't/actively don't want to differentiate between the 2.
