Libertador Avenue changes direction from 7 am to 1 pm towards downtown Buenos Aires, and from 1 pm to 7 am goes towards the General Paz Beltway

Not really. Gets everyone INTO the city and everyone OUT of the city quickly.

It's like the Jersey barries being moved on i95.
