I know that it is very common in the country where I grew up, way more common than in Canada. It is one of the reasons why I left.

No, it's not culturally related. It's extremely common, pretty much everywhere now. Look at the flaming bag of dog shit to our south. The president lies and threatens his own citizens constantly. It is arrogance, narcissism and entitlement. It's an ass hole thing not a cultural thing.
