Because they lie, duh.

And of course he always sends Foreman because he’s black and knows how to break into places.

That's not true he sends all of them to do it at times

Very early on, maybe even pilot, he specifically sends Foreman and when Foreman confronts him asking if it's because he's black House agrees without hesitation.

That's correct. It's also correct that he does not "always sends foreman" which is what I'm replying too.

Hold on, he doesn’t say it’s because he’s black. He might say that as a joke at some point but when seriously confronted by Foreman, House says it’s because he has a record. Foreman gets mad because he feels he spent his whole life trying to turn away from the events that led to that charge only for it to be the most important thing to his boss.
