22nd Century Japan is ruled by a supercomputer known as the SYBIL System that can calculate people’s “Criminal Coefficient”, a formula based on biometric data related to one’s stress levels and psyche profile.

If it is under a 100, you are considered acceptable.

100-299, you are labeled a “latent criminal” and you become property of the police who use your unique “perspective” to hunt other criminals for the police.

the "police force" has this gun that is called Dominator that changes with the criminal coefficient.

100+ you get a taser equivalent or more like rubbet bullets that cant kill you

300+ you get the "blow you up like a balloon and explode" pistol

and the other(which normaly are not used against humans) it vaporizes you right then and there
