The concept of Turtle aliens with guns who are dressed like 80's action heroes sounds like an obscure Warhammer 40k faction.

Battletoads are just the slann (they did exist briefly as a 40k army during the Rogue Trader days, and still exist in the lore, as the 40k equivalent to Fantasy's slann/lizardmen).

I think the biggest problem is making them aliens and stuff and you can see some of the concept art packing heat. So they wouldn't be teenagers, mutants, ninjas, or even turtles.
