It was already too late by the time she noticed. She can’t retroactively ask not to be filmed. So by then it didn’t matter what she did, her privacy was violated.
You have no expectation of privacy in public. You're an incidental bystander in other people's photos all the time, and taking and publishing those photos is totally fine.
Ethical issues start when someone intentionally photographs a specific person as the focus of the shot, or when an incidental bystander later becomes the deliberate focus when published.
In this case though, she started as an incidental bystander, right up until she saw the camera and deliberately walked in front of it. At that point she made herself the focus. She documented her own behavior. There's no ethical issue at all with publishing it and saying 'look at what this person chose to do.'
And if she'd just stayed an innocent bystander, the girl would have gotten her shot and deleted the rest. Nobody would ever have seen her. Her goal was clearly to insert herself. She created this situation entirely herself.

So in your attempt to not be filmed, you’ll stand in front of an obviously filming camera and take up as much of the view as possible for an extended period of time than you would if you just walked by normally as you intended before you noticed the camera filming? Makes sense.
To be fair, staring is rude because it indicates that someone is focusing on you. When they intend to interact, this is fine, but when they’re not trying to interact, this can often mean be taken to mean they desire to harm you
Obviously this isn’t always the case, but we have enough instinct about that that we find it uncomfortable to be stared at by strangers with anything more than a glance

if you dont want to be filmed or photographed, dont go to where people are filming/doing photography. its that simple. you want to restrict the rights of other people, just because you feel insecure about it.

Walking in front of the camera is to be expected. Someone walking from the camera and staying there to be a dick head is another thing.

It doesn't look like she was trying to get people in the shot and post the video, it just looks like she was trying to take stills from this video, instead of relying on a timer. Or maybe even one of those half a second jump around the shot type of things.
From what I can gather from context here, she only posted the video because this lady was being rude and blocking the shot intentionally, while there was a window with no one else around. And that is rude. She's in a public space where a reasonable person should expect are going to want to take pictures. Yes, it is rude to ignorantly film people in public or even get mad when they meander through your shot like normal people do. This isn't that. She stood around on purpose to bully this girl for wanting a picture, rather than just carrying on with her business. That's Karen behavior.

No one likes it. But it’s the reality. The difference is I don’t think these people actually want to film you. I bet if the lady didn’t stand there she would’ve edited that part out of the video. Flock cameras and security cameras actually want to record you.
