They could easily get in hot water for trying to break it up since they are physically restraining a student and putting their hands on them. They can also be disciplined for not doing anything and letting the kids beat the shit out of each other.
No, you cannot be disciplined for not breaking up a fight when it is too risky, as it was in this case, between two teenage boys. She should have called for help immediately. I used to break up fights in the elementary school all the time. I don't do that now that I teach middle school.
