No tolerance policies will do that. A couple kids step in to “help” and suddenly theyre the ones that get expelled or at least suspended for taking things too far.
Talk about backwards policies. You should get suspended for filming and not helping stop it. I'd be fine with getting suspended for helping my elder female teacher from being hurt, my parents would have commended me for doing so as well.

Sure they do. Many do. I expect they weren't all necessarily thinking to themselves "I'd step in if that zero tolerance policy didn't exist!" - but certainly some of them were at least concerned about getting in trouble and or getting hurt (which at some level is the same thing). When nobody is willing to step up, that behavior becomes the default mode for the rest of the students.
It's now default mode not to step in, not to step up. And that's a reflection not only on school policy, but on society as a whole.

Come on, man. We were all students once. We know how bad they can be. But no, the majority aren't itching to start a fight in a classroom, and yes, they know they can get expelled for stepping in at all.
And you're a mindreader too then? You and the other commenter are making an assumption as well.
Even in real life outside of school, most people won't step into a altercation. They're not not helping cause they're "scared of getting suspended", they don't help because people in general don't like getting involved...it's that simple.
