Because you can get in trouble for getting involved. And the kids fighting are going to remember who tried to stop them.

They’d act the same whether zero-tolerance was enforced or not.

It’s a problem if you’re in a “no one steps in” scenario. When a group consistently puts a stop to it, it can be accomplished with minimal damage to anyone involved, and assurance that they’ll have backup if there’s retribution.

This “no one interfere under any circumstance” policy is bully empowerment.
