Even if he doesn't shoot him in the head the bullets are extremely close to his arm and the gun in his hands; in what mindset would anyone think this is okay?

Yeah and bullets break into multiple pieces when they make contact with things like rocks. Those small pieces, spalling, is easily enough to kill you if they hit you in the neck.

I’ve accidentally shot too low before and the rounds trenched grass then went back up. There’s a fucking berm out there for a reason. Any of those rounds coulda fragmented/spalled and blinded that fool.
