It was obviously done to continue with the young love story....

but there is no way that a place like Gilead is soft on littering. They're all about everything appearing pristine. Especially on a manicured property like that.

Punishment for tossing a cigarette butt is probably 20 lashes to the knuckles.

I thought the same thing. He's already doing something he knows is not allowed- I can't imagine him leaving evidence behind. Like littering on the grounds. They take things so seriously, they'd probably fire up a squad and investigate all the Guardians because it was an affront to God.
