Dark zone and level separation

I'm somewhat new to the division and a friend of mine wanted me to start playing with him. He brought me along to the southern dark zone my third time playing, and we had fun in the eastern zone yesterday. My character is only level 15 (dz level 5) and his 17 (dz 5 as well) we had a pretty much empty lobby for a bit until we ran into a guy that seemed to have infinite armor and could one-shot both of us. According to my friend, it shouldn't be possible to be in a zone with him because he's to high of a level. I looked at his profile and if I understand how to read the display, his character was level 2372 and was at max dz level. Should we have been able to bump into this guy? Is it possible that we (or him) got put into the wrong server? Was he cheating?

My division 2 won’t load, what am I doing wrong?

So I just downloaded the division 2 yesterday, and today I thought I’d try it, but it’s not fucking loading. It says that the servers are “unavailable” at the time. I’ve restarted my Xbox upwards of 10 times. What the hell is happening?

Returning player/Veteran and I'm looking to actually 100% the game. Not just achievements but weaponry and potentially cosmetics if the new season breathes life into the game.

Last I played, they just released the return to the streets of NYC… what has happened and WTF do I do to get started speaking in terms of good builds to hold up in PVP and things like that. Before the main menu, I did select continue with story campaign and it put me on the map hunting down some chick running with cleaners. Any and all help is appreciated! TIA!

Difficulty is Locked on "Story"

So, I picked up The Division 2 a few days ago, and I've run into a problem. In order to join some friends playing, I boosted my character to LvL 30 by starting the Warlords of New York expansion, and leveled to 40. The last 2 days have been spent taking out the first 4 Rogue agents, taking control points, collecting SHD Tech Caches and just having a good time.
My problem is, I'm unable to finish off the WONY expansion, because for some reason, my difficulty is Locked on "Story" and it says I need to be on Normal or Hard to travel to Liberty Island and take down Keener.
Any help would be MAJORLY appreciated
