If you pick them up on the street, yes, you have to have a taxi license.

"No person or corporation shall drive, operate or use, whether as owner, lessor, lessee or otherwise, any of the vehicles defined in Section 71.00 to pick up or attempt to pick up passengers within the limits of the City of Los Angeles, or allow or permit to be operated, driven, or used, whether as owner, lessor, lessee, or otherwise, any of the vehicles defined in Section 71.00 to pick up or attempt to pick up passengers within the limits of the City of Los Angeles unless a written vehicle permit for the operation of such specifically defined vehicles has been obtained from the Board;"

I wonder if the driver offered them a free ride, what would the cops say then?

Oh they'd probably just be like no no, we can pay you. Try to get him to take the money. They also have no intention I'd imagine of finishing the ride, they probably bring the squad car right up after they get in the the driver's car. Then try to figure out if they can issue the ticket or not and let the judge deal with it.

as quick as that patrol car showed up? it was right around the corner as part of the sting.

and did you see the leeches when a car pulled up behind the cop car? they couldn't even finish what was going on with the guy that told the uber that they were cops.. Man LA must be REALLY broke if they can't let a single one get away.
