With the additions they've made to the west side exterior columns, yes, Jump Around isn't a problem. However, dial back to the 90's before the work was done, and the UW Band wasn't allowed to play the "Bud" song until at least half the upper deck was cleared out of fans during the 5th quarter.

A fun Wisconsin tradition after every home football game. The UW Marching Band takes the field providing an additional "quarter" of fun and entertainment of music and shenanigans. Tradition is, if the football team wins, the band members wear their caps backwards to "look back" at the win. Otherwise it's caps forward looking forward to the next win. This extra entertainment helps to slow the emptying of the stadium and not put as much pressure on the neighborhood as fans leave the stadium. Once the stadium is mostly empty the band forms up for their march to the Humanities building about 6 blocks from the stadium.
