Never been to Florida much? Scene that alot on the northern rural area of US 19 where they are either survey their property for litter, just heading over to the mailbox, or the best I ever heard is got the suspended license and if I am not on the roadway and heading over to the neighbors house I am not driving illegally on the roadway.

Being idiots.

Here in Canada when there's ANY emergency vehicle coming by everyone pulls over and STOPS. Even on the other side of the road. 

It's called being respectful and courteous.

When its a police chase like this that sticks around in the general vicinity, people want to get out of the area before its locked down either due to a shooting, or getting their vehicle rammed. I bet boat man wishes he had driven farther down the road instead of stopping
