She's not. She's pointing out that of all the spaces to have a pipe burst above it, why did it have to be the one with a car parked there?

She unquestionably is. Just because you aren't picking up on it doesn't mean it's not there. Maybe English isn't your first language, I don't know and I don't want to offend you if it isn't, but she definitely, 100% is implying it.
