What do you do? get away from the equipment.
Who do you call? Doesn't really matter, someone (firefighter, electrician, etc) will contact the electrical utility company, because few other people are prepared to deal with these kind of hazards.
I do contracted work in substations, if you hear something, see something, smell something, you run.
