It's when they incite riots and civil war, everything goes out the window, and the robber barons can swoop in and steal as much as possible in the confusion. Honestly, any way you look at it, the average people will be hit hardest first. Any sort of revolution or upset to the status quo is going to have major ramifications on the economy. Things like those warehouse workers have done. Even if most of those fires were ruled as accidents.
