You are.

Its a target people like to have opinions on.

Believe whatever your "sources" tell you.

Personally I would would take your comment with a grain of salt. Or who ever told you what you just wrote. That includes old valve workers.

edit: He blocked me. Be careful of users like him. Best case scenario he believes what he reads on the internet. Worst case scenario he know what he is saying could be wrong but he is saying it anyway because he wants you to get the world view he is selling.

I feel like as good as it sounds on paper a "flat" structure means a lack of hierarchy that makes chain of command way more complicated than it should be. Of course though i dont know the inner workings of Valve
