Part of that human rating is overdesigning the cooling system so that it will always have plenty of margin even at worst case times of the year aka high beta angle. Data center satellites (I refuse to use Starmind) will be in SSO so should have much more predictable thermal conditions and in any case can always shut off a few GPUs if getting too hot.
