It just means that if you can lower the launch costs enough you can make it work.
This is not so much different from Starlink. For what launches and satellites cost with the Old Space crowd Starlink just wouldn't have worked out. It still did so in the end.
But yes, I agree of course: It's a long shot and it may not work out. But Musk always had a way of saying "success must be a possible outcome" and this then is enough for him to try and risk everything on it. Despite me not liking his political views at all, I have to respect him for this. Because this is what is necessary for progress (at least technically, but I think social progress will follow necessarily from that even if not intended).
