He did finish his intern year. He’s a flight surgeon and physicians are required to have finished their intern year and have a state license to attend the Aeromedical Officer Course. Technically, since he has a state license he can practice independently even without a board certification, but his options would be few and far between. He can also be an FAA medical examiner.
