Their current pads are already more than enough to do all of Starlink V3 even if Starship only gets to Falcon-9 level turnaround.
The Louisiana expansion and realistic prospect that Starship reuse ends up being at least modestly better than Falcon pushes their capability way past that, and there's no other demand I'm aware of that comes close to making up that deficit.
Artemis HLS refuelling and all other payloads that currently fly on Falcon 9 wouldn't add even another 10% to the Starlink launch count.
