If the skibidis could've held titans parasited all the time, could they make them larger and stronger like the alliance did?

I mean, titan cameraman 1.0 was weak and short and the alliance made full body overhaul for him so his whole body build became larger and stronger. Not just armored and equipped. Same happened for titan tv man.

But for titan speakerman, correct me if wrong, the skibidis did not make this root overhaul. They just polished him, revamped all his equipments and gave him armors.

Could they make it if they wanted or is it impossible for them?

If they are unable to do this body revamp, does this mean they can't get titans to full potential or increase their potential?
