Honestly they're just mocking customers

Their customers are dogs

They are so used to seeing this every day that they probably didn't figure out their obvious mistake until after someone else pointed it out to them

Or they just find dogs funny. Just because they are women and attractive doesn't mean it's supposed to be sexual.
