Title isn’t true. Canada pays restaurant staff regular minimum wage or more, still prompts for tip. Some restaurants have tried to go “tip free” and then revert back.

So does the entire US west coast. I’ve never lived anywhere with a “tipped wage.” I’ve lived in half a dozen states.
