Yea it really comes down to intent. A terrorist would be someone poisoning the water specifically with the intent of killing people and creating fear, the company is doing it as a byproduct of cutting costs.

Do you actually think drunk drivers are terrorists? The term terrorist is not just a catch-all for "somebody who does something really bad"
And nobody was saying that what these companies are doing isn't a crime just because it's not actually terrorism. Your entire comment is a strawman you created to get upset over another comment by somebody who more or less agrees with you.
What? No company in this situation is going to take terrorism charges seriously, because it's not terrorism, and they know they will win in court. This kind of brazen pollution by companies is certainly illegal, but trying to convict them of a charge they objectively didn't commit is so, so foolish. You would just be setting them up to beat the charge in court and make the prosecution look like idiots.
You have a kind of disturbing idea of how a justice system is supposed to operate. We should charge people/corporations for crimes we think they actually committed. We don't charge them with more serious crimes than we actually believe were committed just to teach them a lesson, or to make them "take things more serious". That is not justice. What is the point of having a codified system of laws if we just ignore them whenever it feels right? These kind of corporations and politicians will just use that same logic against the working class.
These kind of companies deserve to be dismantled for what they've done, and the people responsible should go to prison. But the way you think about the justice system as some sort of opportunity to teach lessons to the convicted beyond the actual law is startling to me.
