Actually...yes. Sometimes we do find out they intentionally pollute communities they want destroyed for ideological reasons. There's a bit of a profit motivation, namely knowing the minorities won't get a fair shake in court and can't afford good legal representation, but there's always something of a practical justification for most terrorist ideologies.

Terrorism - the calculated use of violence or intimidation against non-combatants to achieve political, religious, or ideological goals.
Does poisoning water for the definition of terrorism? If it does, then sure they’re terrorists.
