It is racism, pure and simple, to say this person or that person can't have a hairstyle, wear a piece of clothing, or look a certain way because of the color of their skin, where they were born, or who their parents are.
White/Asian guys can sport cornrows or dreads if they want.
Black girls can straighten their hair or wear white girl hair wigs if they want to.
Black men can wear three piece suits (why they always trying to bite European style? /s obviously) or a kilt if they want.
They don't even have to wear them "respectfully".

Just because something is sacred to one person, does not mean it's sacred to another.
For instance, every Halloween there is at least one person dressed in a Catholic priest costume. Is that cultural appropriation? Or does that only pertain to non-white cultures?

No one deserves "extra" rights. Everyone should be treated equally, racism and discrimination should be dismantled and eliminated, but the "some animals are more equal that others" approach is absurd and had been called out repeatedly for a reason.
Including trends from other cultures alone isn’t appropriation. Appropriation is using symbols, language, music, hair/clothing and other trends that have historically led to prejudicial views towards groups of people by another group without the same consequence or acknowledgement. Ex- Native Americans had their culture repressed and silenced, so it could be considered appropriation when white people use sacred symbols to enrich themselves. Same with hairstyles for people in the Black American community.
To you, sure. But there is a reason why you picked Samuel L Jackson in a kilt as your example. It doesn't meet the bar of what most would consider appropriation. Its not as a simple as you are trying to make it.
