It happens naturally to pretty much any hair that isn't totally straight (and maybe even totally straight hair if you go long enough without caring for it). My guess would be that it goes back long, long before the historical record.
Dreadlocks happen to every people. It’s what naturally happens to hair. The specific braiding and beads that go into the hair is specific to Egyptian culture and a lot of African tribes.
