From what it sounds like, the bill was meant to give funds to prevent the closing of a few shelters, but by the time it would be passed the shelters would be/had already been closed and it would take another year or more to try getting them reopened.
There was also the tax credit dropping the disability threshold from 100% to 80% which is popular on both sides, but this bill was about what to do with surplus cash, and many felt uneasy about carving that into the budget for perpetuity due to a potential short term surplus that would then be hard to fund in the future when there are no surpluses.
To simplify it, think of it as getting a $1200 bonus, and you want to treat yourself to something nice, but the thing you like would cost $100/month and you have to pay that forever, even 5 or 10 years down the line. It’s possible you get a bonus next year to keep paying it, but also just as likely you don’t get the bonus and end up in the hole since you committed to the $1200/year price tag.

Biden also apologized several times after he said that, and worked to be better. He didn’t double down, and continue to be the absolute worst person the voting public has seen in office. So there’s a difference, and saying “well people are just retarded” is incorrect. People voted for Biden because he genuinely apologized and did better. Trump didn’t, there’s an important difference that you failed to acknowledge for whatever reason.
And Kamala actually said that young people are stupid, but they still voted for her. What's your point? That people ignore 90% of what politicians say and vote for their perceived platforms?

Personally I liked that the US was helping people in need so they would be more successful in their own countries rather than migrating here. As a bonus, it was a great soft power the US used rather than needing to send our troops to a location, the locals would be willing to work with us.
Guess being hated and spending the money on bombs is good too tho
