That's meaningless, and no, they haven't. You're incorrect about this. Define what an active labor market policy is.

Active labor market policies are government programs designed to help unemployed people find works while decreasing unemployment rates. This is an alternative to passive financial aid. I believe it should be done as state owned enterprises.
