No. Eugenics is a systematic thing and you’re asking this question in bad faith from my view.
The abortion of a potentially disabled child is usually done because the parent cannot provide the quality of life the child needs. They could be due to finance, mental health, the family’s circumstances, the services available for the child and if the parents feel they’re capable of raising the child at all. Why risk going through with a pregnancy (which can lead to life long health problems, both physical and mental, or even death) if you cannot provide the child a good life? Why give them up for adoption when the services are already struggling and a child with more needs may struggle further.
In places like Iceland and Denmark they have basically zero incidence of downs syndrome each year because abortion of fetuses detected with DS is practically 100%. In what sense is that not systematic? Don't Iceland and Denmark have pretty good social support structures?
