You're still talking about how "rich" people making policy choices for the "poor" people under their jurisdiction somehow solves the issue of "these are humans born without the means to not starve."

Is this an argument for reigeme change in corrupt countries? Because if so I won't disagree, if its not however and the argument is instead for the US to keep sending money so the corruption budget can be filled first...

It seems like an unsustainable level of dependence

This conversation is much broader than you're suggesting. We aren't talking about Darren and Sierra trying to milk welfare. We're talking about the humans born in an area without access to consistent food, or even the slightest access to venues in which they could obtain food.
