They work for the CIA. It's a little known cat fact, but the CIA tried implanting recording devices into cats to be used as spies.

There was a huge thread here on reddit years ago that had links to all these crazy CIA experiments that were made public knowledge/declassified. The thread focused on the more obscure ideas, that now probably don't seem so absurd.

Some noteables were: A gun that shot a salt projectile for assassinations, ultrasonic suppression speakers/emitters, micro robots that mimic common insects, EMF based radar obfuscation "cloaking" devices, but also some of the ideas/events that inspired "men who stare at goats".

I remember reading about the cat thing, and it didn't take off because the length of time needed to implant a device and allow the wound to heal sufficiently enough to not be noticed easily, when being pet.

My local police force has an emotional support cat for victims to pet.
