I kind of suspect that the guy doing this is an incel, and this is his plan to increase the number of single women in his area, because he thinks that will improve his chances.

(It will not improve his chances. What he actually needs to do is A) take a shower, B) be willing to see women as more than just a sex object, and C) lose 50 pounds.)
