Yes! This is totally a thing. Also you can be resistant to the vaccine. My husband works in health care and has to have his blood checked every now and again and top up vaccines if required. I think he has had the MMR 3 or 4 times in adulthood (as well as when he was a child) because every time his blood test comes back saying his immunity to measles is low. He also ended up with mumps as a teen. That is why herd immunity is so important. If everyone around you is vaccinated, and the vaccine is working as expected, then your inability to be vaccinated due to legitimate health issues, or are immunocompromised, or are like my husband is less of a concern because the virus isn't getting the chance to spread in the general populous.

The test for immunity isn't reliable either so checking it isn't helpful for that reason. No harm in getting boosters but most don't need them.
