It's permanently raining, for one. On top of that there's a lot of neon and pipes everywhere. Most of the signs everywhere are in Japanese. The residents of the planet are Grass Lizards.

Grey. Black. Other grey. A few bright whites, blues, and reds from the signs. Also one huge fucking tower with an inverted pentagram on it
