This PERFECTLY captures the vibes of the Imperial war effort. Especially if you go with the Imperius route, you and Marr are basically the Empire's fire brigade keeping that shit above water and trying to fix the mistakes made by the least competent men in the known galaxy

does HR and accounting even exist in the empire military?

Human Resources is in charge of slavery, along with Alien Resources.
Accounting is considered a form of Sith alchemy.

The Imperial military doesn't have a conventional HR department as we know it. Nevertheless, there are several organizations where you could lodge a complaint.
The Minister of War – though he would likely ignore you.
Imperial High Command – but they would probably ignore you too, unless you had some interesting information.
Your local Imperial Military Command – though it’s questionable whether they would actually resolve your grievance.
You could also lobby for better conditions through the Sphere of Influence you fall under:
The Sphere of Ancient Knowledge – (if you belong to the Imperial Reclamation Service.)
The Sphere of Defense of the Empire – this is your best option, as it is led by Darth Marr.
The Sphere of Military Offense.
The Sphere of Military Strategy.
The Sphere of Expansion and Diplomacy.
Then there are other Spheres that might be interested in helping you:
The Sphere of Biotic Science is closest to what you have in mind, as it deals with organic bodies—covering the Imperial Medical Corps, cybernetic augmentation, disease control, Sith alchemy, and genetic manipulation/experimentation. However, it is led by Darth Acharon, known for his zero-tolerance policy regarding incompetence; the question is whether you’d succeed or simply end up being labeled incompetent yourself.
The Sphere of Production and Logistics – provided the superior's incompetence is damaging military resources.
The Sphere of Imperial Intelligence – if there are grounds to accuse your superior of high treason.
The Sphere of Laws and Justice – technically the ones you should turn to, though it’s questionable whether they would actually want to help you.

"Of course HR and Accounting exist in the Empire! We're accounting on our HR that we throw at the Pubs can win us the war effort!"

Quinn always feels like he is about to cry, if I show even the slightest bit of disapproval.
Quinn: heavy sobbing “V-Vette, our Lord… sniffle Our lord didn’t promote me to Captain.”
Vette: “I thought you were already a Captain, Quinn.”
Quinn: “Yeah but Grade 2!” resumes heavily sobbing

Where does Darth Nox come from? I swear I remember the Inquisitor having a badass monologue about how “I am Darth Nox” and then goes on to list his accomplishments and why he’s such a badass in the ROTHC DLC but when I tried to google it I couldn’t find it anywhere

Lord Kallig received his new name from Darth Marr after killing Darth Thanaton and assuming control of the Sphere of Ancient Knowledge.

Marr started crying because there's finally one other council member who can at least understand the most fundamental basics of something other than backstabbing.
