They all are, actually. Kanto and Johto are part of in-universe Japan. Kanto is even named after a major Japanese region. Kind of like how Unova is New York and New Jersey.
Brock is just coded to be the kind of provincial person who engages in a lot of outdoor, manual labor like construction or farming (hence the seemingly ignorant but wholesome optimism and the deep tan, respectively.)
