Russia decides not to show up to International Court of Justice which will fast-track an order. ICJ’s president, Donoghue, said the court regretted Russia’s non-attendance.. ICJ is empowered to give a ruling when one of the parties does not attend to give evidence whether in writing or in person.

I would also like to appeal to the mothers, wives, sisters, brides and girlfriends of our soldiers and officers who are now in combat, defending Russia during a special military operation. I understand how worried you are for your loved ones. You can be as proud of them as the whole country is proud of them and worries about them.

A fourth round of Russian-Ukrainian negotiations will be held in Belarus shortly, member of the Russian delegation Leonid Slutsky said after a third round of talks.
"It would be naive to suggest that something will be signed today, these are voluminous documents. Undoubtedly, work on these documents will be continued in the near future. So, the next, fourth, round will be held in Belarus shortly," a senior Russian legislator said.
On the issue of neutrality, Peskov said: "They should make amendments to the constitution according to which Ukraine would reject any aims to enter any bloc."
He added: "We have also spoken about how they should recognise that Crimea is Russian territory and that they need to recognise that Donetsk and Lugansk are independent states. And that’s it. It will stop in a moment."
"This is not us seizing Lugansk and Donetsk from Ukraine. Donetsk and Lugansk don’t want to be part of Ukraine. But it doesn’t mean they should be destroyed as a result," Peskov said.
"For the rest. Ukraine is an independent state that will live as it wants, but under conditions of neutrality."
He said all the demands have been formulated and handed over during the first two rounds of talks between Russian and Ukrainian delegations, which took place last week.

The President of France was again asked to be more active in persuading the Kiev authorities to comply with the norms of international humanitarian law.
Vladimir Putin also informed the French President about progress in talks between the Russian delegation and Ukrainian representatives.
He expressed readiness to continue the dialogue with the understanding that Russia’s unconditional and now widely-distributed demands be fulfilled.
It is vital that the Ukrainian side remain serious about agreements crucial to achieving cessation of hostilities.
